Karolina is part of the public procurement team, specialising in public procurement law. She has gained 10 years of experience in advising clients on public procurement transactions and public-private partnership (PPP) projects.
Karolina advises both state authorities and private companies on matters related to drafting of public procurement documents, tenders and contracts, participation in public procurement procedures (clarification of tenders, justification of abnormally low prices, clarification of short-listed tenders, etc.), representing clients in negotiations, in the pre-trial stage and in court, as well as on contract performance (amendment to contracts, termination of contracts, etc.). Karolina has extensive experience of public procurement in various sectors, including waste management, construction, medical equipment, IT, and social services.

She was awarded a Master’s degree in law at Vilnius University.

Karolina also participated in drafting commentaries on the law on Public Procurement and the law on Procurement in the Utilities Sector, and she regularly writes articles on public procurement law issues both in Lithuanian and English.
