Starting January 2026, NOOR’s Banking & Finance practice will be strengthened with additional regulatory, compliance, and risk management capabilities.
As of January 2026, a team of financial sector regulatory and risk management experts previously operating under the name Adamano Consulting will be joining the law firm NOOR. Arminas Banys, founder and head of Adamano Consulting, joins NOOR as a partner. The incoming team also includes counsel Justinas Malinauskas and associates Kamilė Narbutaitė and Kipras Milušauskas.
The new team works with regulated financial market participants – from banks, payment and electronic money institutions to crypto-asset service providers, management companies, and other market players. The team has advised companies operating in the banking, payments, investment services, and crypto-asset sectors on licensing matters, carried out more than 50 compliance and risk assessments, and supported over 60 financial institutions in designing and implementing compliance frameworks. Arminas Banys is highly valued by clients for his long-standing experience in financial markets, deep expertise, and ability to understand a client’s business model, identify risks, and propose practically applicable solutions.

The integration of the Adamano Consulting team marks a new chapter for NOOR’s Banking & Finance practice group. Starting January 2026, the group will be co-led by partners Agnė Jonaitytė and Arminas Banys.
